New pools and redone pools both need an NOC
Arabian Ranches is managed by Emaar Community Management, and its FAQ covers pools directly: if you plan to redo your swimming pool, you need permission. Log in to the community portal, select Home Modifications and apply for an NOC. The same applies to a new pool, since Emaar's fact sheet lists building a pool as a modification.
What to prepare
The consultant or contractor usually puts the application together. Have these ready:
- the scope of works and current photos of the garden
- pool drawings with plan, sections and elevations
- the contractor's trade licence
Emaar posts any questions on your portal account and emails you. When the NOC is approved and the fee paid, you download it from the portal.
Dubai Municipality comes next
The NOC covers Emaar's rules only. Since 1 June 2026, Dubai Law No. 2 of 2026 requires every new pool, private villas included, to have its plans and design approved by Dubai Municipality's Environment, Health and Safety Agency before construction. Your consultant submits the drawings. See what the drawings need to show.
Things to agree with the contractor
- Who applies for the NOC and the Dubai Municipality approval, and whether that's in the quote.
- The contractor's entry permit, which Emaar requires for every contractor even when no NOC is needed.
- Where water pumped from the excavation goes: Emaar's fact sheet says it must go to storm water drainage, not the community sewer.
- How machinery gets into the garden and how existing paving and planting will be protected.
Questions from Arabian Ranches owners
Do I need Emaar's permission to build a pool in Arabian Ranches?
Yes. Emaar Community Management's Arabian Ranches FAQ says any alteration to the villa has to be approved by Emaar. You apply for an NOC under Home Modifications in the community portal.
Is the process the same in Arabian Ranches 2 and 3?
Emaar Community Management publishes the same home modification answer for Arabian Ranches III, and the NOC is applied for in the community portal in each case. Check the portal for your phase, as guidelines can differ.
I'm only redoing an old pool. Do I still need an NOC?
Yes. The Arabian Ranches FAQ answers this case directly: redoing a pool needs an NOC through the community portal.
Community rules change. Check the current requirements in your community portal before you apply. Related: government approvals, pool costs.
