The rule since 1 June 2026
Dubai Law No. 2 of 2026 on public safety came into force on 1 June 2026. Article 11 says no swimming pool may be built in Dubai until its plans and design have been approved, and adds that this also applies to pools in private residential villas.
The approving body is Dubai Municipality's Environment, Health and Safety Agency. In practice your consultant submits the drawings through Dubai Municipality's online service for approving public and private pool drawings.
Step by step
- Check your community's rules. Most managed communities want to review pool works and issue their own NOC. Ask the community management office before you pay for drawings.
- Appoint a consultant for the drawings. Many pool contractors work with one and can include this in the quote. Ask who it is.
- Get the drawings approved. The consultant submits them and answers any comments. Some areas also need a development authority or Civil Defence approval; your consultant should confirm which apply to your plot.
- Get the contractor's entry permit from your community, if it issues them, once the approvals are in.
- Start work. Keep the approved drawings on site.
What Dubai Municipality asks to see
Dubai Municipality's technical guideline for pool plans lists what the drawings have to show. For a private villa pool, expect:
- a site plan showing where the pool sits on the plot
- a pool plan with the deck, steps or ladders, lighting, depth marks and the fence around the pool
- sections with all dimensions and the floor slope
- pipework for the pool and pump room, and an electrical diagram
- drainage, including where backwash water goes
- the pump room layout, filtration, disinfection and water turnover calculations
- details of the pumps, filters, inlets, outlets and drains
That is more than a garden sketch, which is why most owners leave it to a consultant.
Community NOCs
Your developer's NOC sits alongside the government approval and doesn't replace it. In Emaar communities, for example, owners apply through the community portal under Home Modifications, and Emaar's guidance tells owners to get Dubai Municipality, Dubai Development Authority or Civil Defence approvals where they apply before work starts.

Check the contractor's licence
Ask for a copy of the contractor's trade licence and check that its activities cover swimming pool construction or installation, not only landscaping or pool maintenance. Ask who will hold the approvals and attend inspections.
Questions about approvals
Do I need a permit for a private villa pool in Dubai?
Yes. Under Dubai Law No. 2 of 2026, in force since 1 June 2026, no pool may be built until its plans and design are approved, and the law names private residential villas explicitly.
Who approves pool drawings in Dubai?
Dubai Municipality, through its Environment, Health and Safety Agency. Some master-planned areas also involve a development authority, and your community may need its own NOC on top.
Does a community NOC replace the government approval?
No. The community NOC covers your developer's rules. You still need the pool drawings approved by the authority before work starts.
Who should apply for the approval?
Usually the consultant who prepares the drawings. Agree in writing, before you sign, who prepares, submits and follows up each approval.
